Yes, the thread origin was about capacity planning, although it wasn't
clearly stated I'm also pretty sure it was about mainframe, likely z/OS,
but not MS-DOS.
HOWEVER we discuss about what is CPU utilization.
I sustain that it is term related to the CPU. CPU can work under various
OSes, even without OS (in the popular meaning of OS). Your car has
CPU(s), CAM drivers/controllers have CPUs, FICON cards have CPUs. All
those CPUs do have some utilization. The measurement of CPU utilisation
for those CPUs cannot be done by using your terms. Such CPUs are
absolutely unrelated to the IBM-MAIN, but I don't think there is
separate, special measurement for mainframe or z/OS or even IBM-MAIN.
So, again CPU utilization is pattern of NOP/usable instructions. I has
reliationship to dispatching, probability of the task for being
dispatched, etc. but itself it's NOT probability of dispathing any given
task.
