As documented, take note that issuing a FORCE command may result in an IPL. Also check your identifier of TSO. Perhaps this example shows you the identifier TCAS of the task TSO: FORCE TSO.TCAS,ARM,A=<asid> Perhaps if you could be kind to state WHY you want to stop it?
