Can you enter display commands at the console. I would then check D IPLINFO, D IOS,CONFIG and check the availability of the DASDs. I think that either the volumes of the RACF db is unavailable or the power crash has damaged the database so that it is unusable. In this case I think you must restore your RACF db.

We had pinned data on a DS8000 after unplanned loss of power which is in result the same as your ESS error. IBM 2nd level support had to reset the cache data. After that we could start the system again.
