What, IMO, would be nicer to implement your idea would be a SPACE parameter 
which is more a LIMIT type parameter. If we could do away with extent limits 
and volume count limits, then DASD allocation could be done more on a "on 
demand", cylinder at a time, philosophy. Kind of like how UNIX allocates DASD 
space, but with with some sort of "quota" to stop a looping program from using 
up all the space.
