While I can not help you with your "Slow Close" problem, I can offer some assistance with your "All Files Full" one. Why not increase the size of the MAN Datasets or allocate more of them? So long as at least one is not full (either because of its size [when it is the active one] or the number you have defined [ie: There is still at least one that is empty and can be switched to]) you will not get an "All Files Full - Data has no where to be dumped when the buffers fill" condition.
