JES2 has allocated the original volser for lib03 and keeps on opening lib03 on 
this volser (213-04).

If lib03 exists on another volser, stop/start JES2.
If lib03 does not exist anymore, delete it from JES2 JCl and stop/start JES2.

Consider dynamic Proclibs to make these changes dynamically.
