This is fine for a high level yes/no.

But programmers can be fairly tricky. I have seen iebcopy of the contents of the compiler (as well as the syslib of LE) done so they can get around restrictions (like your entry).

There is no real fool proof way of stopping it unless the compiler & runtime (LE) can be "enforced" by iefprdxx(PARMLIB Member) (right member name?). It still doesn't help with back level compilers (etc).

IBM can be asked to do so, if they will do it, is another ball of wax.
