That is true for any dataset. If you "create" (allocate space to and write
an entry in the VTOC) a dataset but never open it for output, a subsequent
step, or even a subsequent job days later, can open that dataset and read
it, getting whatever data happens to be on those tracks
Charles, that is only true for PS datasets, and only on non-SMS volumes. On SMS, allocation of a PS dataset writes an EOF on the first track even if you don't open it. PO datasets write directories. VSAM use the RBA values from the VVR and don't let you read data that doesn't exist
