What happens in real life is some department or location finds it
easier, cheaper, and/or better (for that department's job), to have its
own computer rather than work through the bureaucracy. Centralized
planning has its downsides (look at collectivism examples).

I have to point out that some of these decisions are also made from
feelings of "territory". Resource sharing often goes by the board
because nobody will allow someone else to be in control of the
resources, whether the resources are people or computer centers, or
anything else for that matter.
