Everything old is new again. Didn't this used to be called "Time Sharing"? How does it differ from an outsourced service provider such as EDS, ACS, et al.? Or are you talking about some sort of high tech "co-op"? Would a bunch of software developers want to share a system? I know that I, paranoid that I am, would be very concerned about security and privacy issues. As well as backup and recovery. If two companies came out with similar products in a similar time frame would it be possible piracy (of the idea at least, if not any actual code), or just kismet? I don't know how important it is to small developers, but having a complete system on a laptop that can be taken to a potential customer's site and demo'ed seems really nifty to me.
