I've been researching this and if you're referring to nested procedures you are correct. There are some very specific rules when it comes to overriding nested procedures. I refer you to pages 5-10 to 5-12 of "z/OS v1.7 MVS JCL Reference (SA22-5797-10) for all the rules and some examples.
