I don't really see where the problem is here. If there is only one TSO service class, then no selection rules are needed, the default service class needs to be specified, but no selection rules. That's how we are setup here.

If that's the case I'm surprised you're getting any kind of performance out of TSO. Check in SDSF and see what service class your TSO users are getting. If it is SYSOTHER I strongly recommend you get a service class set up and defined to the TSO workload. That's not only for proper control of TSO but also for reporting purposes.
