XDC http://www.colesoft.com/ is IMHO the gold standard for debugging assembler on z/OS especially authorized assembler code. Dave has a track record of innovation and XDC incorporates a large number of functional enhancements based on Dave Cole interacting directly with people who used the product.
A plus is that not only is the product a solid technical solution Cole provides terms that make it easy to justify for even moderate sized ISVs.
