What's the problem with a large number of jobs given to the convertor? Delay? Create more convertors. I don't see the relation with running jobs in a specific order. Either you have a small system, non-MAS and being able to live with only one convertor OR you have a (normal) large system, with MAS and a number of convertors. The first gives you the luxeous co-advantage to control the order of jobs by JES, most other sites live in the second situation and must use other methods to control it.
