It assigns the DD name SYSIN to the user's TSO terminal. Similar to ALLOC
DDN(SYSIN) DSN(*). Freeing will only affect program which tries to OPEN the
SYSIN dd name.

TSO itself does not use SYSIN for anything. Most TSO commands don't use it.
