Jim, I think what Alan is saying is that since the EE version of z/VM is packaged as a non-modifiable DVD "appliance", it doesn't even have the RACF service machine code included on it. With the "real" z/VM, the RACF service machine code is included, but still needs to be separately licensed ie. paid for, in order to run. My guess is that to get the EE version out, all optional separately charged features of z/VM, including, but not limited to, RACF have been stripped out.

The cost is indeed very, very modest although in running z/VM V5.3, we have to pay extra for RACF along with DIRMAINT and I do not see any RSCS packaged. The above seem to imply RACF and RSCS come packaged in the real z/VM as standard equipment.
