The cause is stated in the status: the VTS has selected a volume for
scratch mount, but CA1 has rejected this volume as a scratch volume,
usually because it does not have the scratch status in the TMC. 

Aparantly you have created discrepancies between the TMC status and the
Library status of a volume. I am thinking of the fact that the volume
has a BAD status in the TMC, but then, CA1 should never make it scratch.
Is it possible that *another* operating system manipulates volumes in
the VTS wich are under control of *this* CA1?
