We had the same problem. CA-1 support suggested to us that if anyone is creating vts tapes with EXPDT=98000 in their JCL, TMS will not update the TMC and the next time the tape is mounted, it will be rejected 'not scratch (28)' the tape dsn does not match the DSN17 field in the TMC. We set the DSN17 field to hex zeros and run ctssync to clear the message in the library. Seems to be working.
