Aren't the three messages always issued together?  I haven't had to deal
with TMS in a long time, but I always found this to be a PITA.  Apparently
CA hasn't yet realized
1. That it is unusual indeed for an MVS system to be IPLed only 8 days after
the last IPL.  
2. That all mainframes have a good hardware clock.

Perhaps it was a decent sanity check 30 years ago, but today it makes no sense.
