I've installed the Ported Tools in my z/OS ServerPac SMPE environment. What is in your case:
/techsupp/OSP17864/Service Was my ServerPac (service) version root FS mount point. >From what I can see you do not have the z/OS root FS mounted on the /techsupp/OSP17864/Service dir path.
