FWIW, the samplib member is IEASYMUP (SYMUPDTE was a predecessor not 
provided with z/OS itself).
A different mechanism may replace IEASYMUP at some point.

I'm not sure when (or where) you looked. That has never been a factor with 
IEASYMUP / SYMUPDTE.
It does remain the case that it will not let you create a symbol value 
longer than the symbol name
(including its leading "&" and the trailing ".").
