Why wouldn't IODF changes be implemented dynamically in production 
environments?  Anyway, how many shops have CECs dedicated to 
non-production LPARs?

Many years ago, I had a channel switch that had a few lightly used 
unit-record devices attached.  IIRC, there were four devices and four 
LPARs connected to the switch.  One of the LPARs was production. 
We still wanted to be able to connect any of the devices to any LPAR, 
but wanted to eliminate the channel switch.

The solution was to connect each device to a dedicated channel path 
and when there was a need to switch a device the channel path off of 
one LPAR and on to another.  We made multiple dynamic IODF changes, 
removing one CHPID at a time and butting the cables together to connect 
one device to that CHPID, then another IODF change to bring the device 
back online to the production LPAR.  The entire reconfiguration was done 
during the day while with no disruption, just the unavailability of one 
device at a time for a relatively short time.
