The standard solution for a heavily used library that needs frequent space or directory adjustments is PDSE. Requires no monitoring or tweaking. You just have to make sure that the library is shared only within a sysplex.

Most of the shops I worked in we did compresses nightly or weekly based on usage and volume of changes. Most sysprogs did their planning of PDS's correctly, sorta directories weren't that big of an issue.
