That is only the solution when the PDS is running out of space due to constant updates (where members are being updated replacing the older versions) not additions of new members. The correct solution to this problem is to either switch to a PDSE or compress more often. Note that since you have to get exclusive access to the PDS to reallocate it, doing a DISP=OLD for the compress has the same exclusive access requirement.
