Charles, If one wishes to obtain a z/OS release which is no longer marketed, it is possible. The request is for an "archive", and requires some paperwork. It usually comes through an IBM customer rep, but if you are having problems finding that person (or the Business Partner that knows how to do this), please email me and I can get you started.
One thing to note: if you get an archive, it is just that. A snapshot of the z/OS release image before it went end of marketing. It will not be a customized order with other products, and will not be serviced to the current level. It won't be as easy as if you had ordered it while it was still orderable on Shopz, but it will contain the release level that you need. So you'll need to plan on taking extra time bring forward other program products, and install more PTFs.
