Well, MODIFY is handled entirely by MGCR inside the Communication Task, while START is also processed by the Master Scheduler. I'm not sure at what point in the processing the fourth START parameter goes into the START CIB.

I had assumed that START would accept spaces as long as they are framed in apostrophes, but the OS/360 documentation only mentions parentheses.
