I would allow a day to get physical access organised, and userid set up. Setting up a new sysplex. is the piece of string. There is a big difference between "getting it ipled", to "ready for users." This involves setting up /copying RACF profiles, setting up SMS rules, backup procedures etc The RACF skills and SMS skills are different to setting up the sysplex, so your new sysprog may not have these skills. Many sysprogs can maintain RACF and SMS once set up, but it is harder to set these up for production use.
You may just move the bottleneck from z/OS sysprog to RACF/SMS/Networking skills.
