Some devices must be in synch (e.g. disk drives). On the other hand, some 
devices are very flexible. z/VM CONSOLE has nothing to do with consoles because 
you can't distinguish between a terminal versus console. z/VM "CONSOLE" in each 
user defined associates a device address with the users screen. 3270 says to 
treat data to and from this device as 3270 datastream versus 3215 as a printer 
/ keyboard.

z/OS has syslog and various types of consoles available (including TSO 
CONSOLE). I think that printer / keyboard support was dropped when IBM rewrote 
consoles.
