You missed my point-APPLY CHECK happens after doing several steps already, and 
if the user needs to then get help with USS, they're now half-done and will 
either have to start over (because things changed) or at least have to remember 
where they were.

Yes, this should all be easy. Sad to say, it's not, for many customers, where 
the grizzled veterans have retired (or worse).
