First of all, IMHO it is off-topic.

It is off-topic despite we see "system programmers" keywords here.
It is off-topic, because it not mainframe-specific issue, rather it's an issue of IT or even wider - about world economy and remote work possibilities.

Of course you can be angry for the rates, but it is neither issue of Indian people nor Indian companies. Even American or Canadian companies do hire people outside. Not to mention European giants like Atos, Sopra, etc. And all those companies do hire US citizens as well as EU citizens. And people living in India, Indonesia, Peru, Costa Rica, Brasil, Australia, New Zealand, Philippines, etc. However it is not only about employees - Kyndryl or Ensono or other companies have big customers outside of US - is it OK? For me it is. And yes, US folks are usually paid better than people in Lithuania (Rocket Software), people in Poland are paid better than in Brasil or Pakistan. But the difference does NOT come from someone's appeals or invocations.

If you want to change the rules - it's your decision. However I don't think the IBM-MAIN or RACF-L are proper places for that activity.
