Many recruiters appear to not be looking at the LinkedIn status or resumes, although the latter may be due to the issues LinkedIn has with importing resumes. Still, sending a lowball offer to someone listed as not looking seems counterproductive.
There's also keyword matching; half century of assembler experience would not qualify me to work on an assembly line. It's the "other timezones" that becomes an issue: when every interaction takes 24 hours because the two sides are 12 hours apart, that's a problem, no matter how good they are. And if folks are being offered the same rates as in the 80s, when the number of quality people has declined precipitously, that feels like a problem worth discussion too. But of course Radoslav is correct that neither complaining here nor to a recruiter is likely to lead to any change.
