My $0.02:
1. It is NOT about "they changed mainframe to distributed systems (read
bunch of PCs on Windows)".
It is business merge or rather acquisition. Larger company bought
smaller one. And they did not do it to keep it unchanged or to get
obsolete systems and applications. Yes, VSE is obsolete, any doubts?

2. They migrated from mainframe to mainframe. So some mainframe was
switched off, some LPARs disappeared, but the customers were served by
mainframe application and they are still served by mainframe
application. Consolidation.

3. PNC is/was looking for mainframe guys. Appointments from this year,
last quarter: RACF and COBOL positions. Yes, COBOL. Why the crew from
First was not considered? I don't know, but I can imagine two reasons:
a) they were assessed and someone decided to not hire them. Maybe
because of lack of skills, salary expectations or other reasons.
b) they did not want to work for PNC, maybe because better opportunities
or age, etc.
