In my estimation the problem was not the P-bit design, but using EBCDIC at all. It would have been relatively simple to adopt ASCII for the S/360 line, with only minor changes to the peripheral gear. Non-ASCII characters could have been placed in the x'80'+ space, similar to the PC-8 character set.
