But those programs must come from authorized libraries, else SMP/E
ABENDs. And it is the installation's responsibility to protect authorized
libraries. But read on ...

Back in the day, wasn't it impossible for LINKLIST to contain a mixture of
authorized and unauthorized libraries? (Aren't things better nowadays?)
So programs to go in LINKLIST were, willy-nilly, placed in authorized
libraries. Add inertia to get to the present situation.

Is SMP/E the only (IBM-supplied) authorized program that allows the
user to specify utility names "(in fact, any program you choose!)"?
