Is the COMMDS cataloged in the master catalog? SMS may be started early
enough that the usercats aren't available yet.

Its during IPL.. but before IPL i did updated the IGDSMS00 with the new
ACDS and COMMDS. During IPL it said it couldn't recognize the COMMDS, so I
tried activating by SETSMS COMMDS/SETSMS ACDS/SETSMS SCDS but no luck.

How is your IGDSMSxx member created?
SMS ACDS(dsname) COMMDS(dsname)
Try a SETSMS COMMDS(xxxxx) Check my syntax.

Hello Group,
I am trying to bring up our sandbox for testing purpose, but while Bring up
the I get message as
IGD002I : NO COMMUNICATIONS DATA SET
Though i have defined it in IGDSMS00 and Also I did the activate of SET
SMS=xx, but still I do not get this activated during IPL.
This is a new COMMDS,ACDS,SCDS defined but still I do not see get clue
where
I missed on.
Any suggestions or pointers ?
