The substantive difference is that STEPLIB affects only the one step.
A BLDL against the linklist will be faster if there is no
[JOB|STEP|TASK]LIB. There's a tradeoff between the overhead of steps
with an unnecessary JOBLIB versus the overhead of multiple STEPLIB
allocations.
