No exactly true.   The HA1, is a 4-book machines with the maximum number of 
working PUs.  Each book has to have at least one configured PU, so the minimum 
configured PUs for the CEC would be four. However, it  would make no sense, and 
would be prohibitively expensive, to configure a machine that way.
