You can just as well say that the difference between a CP and an IFL is just characterization of a core, but obviously the price is very different. It's all about price discrimination, which many sellers practise, but which many buyers intensely dislike for sometimes less-then-rational reasons. So sellers do their best to make the discrimination look as though it is based on something other than their desire to maximize income, while using every means available to them to make it hard for the high-price buyer to pay the low price.
