A related question:
Does the cost of adding an IFL different on different machines e.g. 2817 
compared to 2098. If yes why? as it is just characterization of a core.

You can, though not at core-level granularity. That's because all
uncharacterized cores are spares. Among current mainframe models the
zEnterprise zEC12 always leaves the factory with a minimum of 2 spare
cores, but you can have up to 102 spare cores if you wish. To get a zEC12
with 102 spare cores you would order the 2827-HA1 model with 1 IFL, 1 CP,
or 1 ICF configured. That'd be unusual, but it's possible.

The zEnterprise zBC12 is similar. If you order a 2828-H06 (single processor
drawer) machine you can have anywhere from 0 to 5 spare cores. (You can
reach 5 spare cores if you order your 2828-H06 with 1 IFL, 1 CP, or 1 ICF.)
The 2828-H13 (dual processor drawer) always leaves the factory with at
least 2 spare cores, but you can have as many as 12.

In the extremely unlikely event your zEnterprise machine experiences a core
failure with no spare cores available your machine will make every attempt
to continue operating as gracefully as possible on the surviving cores,
perhaps with reduced capacity.
