I hit the same problem a few months back and resolved by just using a SAC+SYSSTATE to primary mode before the SETFRR and then back into AR mode after.
The SETFRR macro does indeed specifically test for not being in AR when in 64-bit - so I assume it is intentional and the documentation just needs updating.
