Since the message is sent from another address space (JES2's), WTPMSG would have no effect. INTERCOM may well control it's receipt, unless the sender is authorized (which JES2 would be), and uses the HIGHP option. Or maybe it issues a console SEND command, which iirc always uses HIGHP.
