Been a way long time since I set up userlogs. Too long to remember if IPL was 
required. But all the components are in general dynamically modifiable:

-- TSO PARMLIB command to implement IKJTSOXX SEND parm updates  
-- RACF commands to implement security changes if required 

Even BRODCAST can be changed dynamically these days, but I don't see why you 
would need that.

It isn't hard to set up - I have done it on my ADCD system about a year ago. I 
am just not sure anymore if it worked dynamically (I don't think it did) or if 
I actually had to IPL (not too hard on an ADCD system).
