Actually, you could have known that for 4 months, ever since the
IERS announced the leap second. (Less the time it takes for a
PTF to be created, distributed, and installed.)
Since the leap second can only occur on June 30 or December 31, it is
not that hard to write the PTF and stockpile it. Update the
stockpiled copy if the module the fix is in has been hit with an real
update.
Once IERS does its thing, just assign a PTF Number and shove the PTF
into the distribution queue. Flag it as HiPer and the PTF should be
installed unless the customer is lazy about installing maintenance.
