So as a test Set your MCDS extremely low so it triggers the message and watch syslog when that is done. Either you will see the message or not.
If not, then something is suppressing it. You may need to set a SLIP MSG function and see if it in the system. Or turn off all MESSAGE Automation and repeat the test. Otherwise, open an SR with IBM and have them help you diagnose this issue.
