There is nothing native to z/OS other than MPF list that I know of that will suppress messages.
Something has changed in your environment. If you have displayed the MPF list and did not find any ARC messages in the list If you have tried the quick test I suggested and did not see the message displayed If you do not have any Automation tools like OPS/MVS, AFOPER, Mainview, Tivoli, etc... If you only found the really old PTF, then The next step is probably to contact IBM and have them help you find the culprit.
