NVAS suppressing messages? That is news to me. Netview, yes certainly, but NVAS? Check your automation system and MPFLSTxx. Also, check your exits inside that MPFLSTxx. I believe something is suppressing your message. I have not checked that, but do you have any HSM exits? What about your routing codes? Are your routing codes setup correctly so you can see all messages?
