That would account for it. I knew there were continuation records and I had
read that paragraph but because I am only focused on the completion section
I saw it as a missing completion section; I did not think "continuation."

You're looking at a continuation record.  Read about "first" and
"additional" 
records in the introduction section for "Record Type 30 (1E) -- Common
Address Space Work" in the SMF book.
