Correct. I usually think of it FBS as meaning only that there are 
no short blocks, but there are other requirements, including:
* Every track except the last contains the same number of blocks.  
* Every track except the last is filled as determined by the track 
  capacity formula established for the device.

Are you sure? I'm not sure, but I thought that MOD would start by 
filling up the last track.

BTW, IPCS requires FBS for dump data sets.
