Why bother emptying the members if you're not doing a compress? Also, it sounds 
like you have installation programs in a system library, which is always cause 
for concern.

The dataset is a standard  pds (CICS SDFHLINK).
We used some sort of SAS proc/clists to empty out the members before copying 
the new ones in -
I am not sure what this proc does since someone else set it up -
but it does not appear to have compressed the dataset - just emptied out the 
members.

Is the loadlib a standard PDS ? Was it compressed ?

Is the loadlib a PDSE ? This could better explain the incident.
