Did something change with the PARMLIB Plugin statement usage? I know early on, once a plugin was added in parmlib it was activated and simply removing the plugin from parmlib definition didn’t actually remove it from use or make it invisible. Seems like the team was going to come up with a method to deinstall plugin's but never heard for sure.
